italian country have come here to san francisco. we have experienced so much of the italian talent here in san francisco. that's why we wanted to be celebrating here and i am so glad to be joined not only by senator leno and assembly man amaino and david chiu and scott wiener as well. they all want to get in on this great celebration because it's wonderful for our city. i have often said our city and our strength is our international status and we do that with all the sister cities, with all of the flag raisings, but this is kind of new. what i said to our counsel general it's special because it's kind of bringing forth the things that we have done and the things that we enjoy doing and placing it into a recognized celebration that goes for a long time, so i am proud to launch this here in san francisco, and if i may to not only let you know that it's a great honor to have the italian ambassador here in the united states. it's a great honor for it to be proclaimed italian culture day in san francisco. if i may present this to the counsel general. [applause] the good government awards also support spur's good government work. it is a central part of our mission. our agenda is admittedly ambitious. we analyze every local measure on the san francisco ballot, which until recently was a pretty formidable task. we participate in most of the major issues of city government from pension and payroll tax reform to some of the most important discussions on how we fund a lot of our public services, whether that finding different revenue streams for our parks, are trying to find

, there's obviously some incredible events that have occurred. and for me as mayor of san francisco, i know that the chief and i and supervisor cohen and dr. campbell and the whole public health staff have always had dialogue and been concerned especially when there is an uptick in june of this year on violent crime and homicides in san francisco. and, so, we've been working together on creating a program which i announced some months ago, the ipo program, the ability to work on things that would interrupt and intervene earlier in the behavior patterns of people that would be both victims and perpetrators of violent crime in our city. to support the police department and law enforcement system of doing more predictive policing using both data and technology to help us do that. and then, of course, i think the most important part is to organize our communities and work with community-based organizations, families, religious groups, and everybody that's on the ground to find more ways to intervene in violent behavior out there and utilize resources such as education systems, our community job

everybody can get around san francisco, that everyone can get to where they need to go. it is an important part of making the economy of san francisco work, to making the quality of life good and better. but it's not just get around san francisco any old way. this is san francisco, and we have values that we bring to our transportation system. we want people to get around in a way that steps lightly on the environment. we want people to get around in ways that are enjoyable. and that really contribute to what makes san francisco special, such as our wonderful cable cars. but above all, we want to make sure that people can get around the city safely. it's no good to have a great transportation system if people can't get around safely. people need to not only be able to be safe, but to be able to feel safe, and nowhere is that more important than when you're on foot because that is when you're arguably the most vulnerable. it's also how every trip starts and ends. and many trips in san francisco, and we want more of them in between, to be on foot as well because it's a nicer way to enjoy the

about kind of how san francisco came in in terms of actually ading the officer. more broadly how do you think san francisco compares and what are some of the other cities that are doing really well in terms of open data? >> i should be clear. when san francisco is third, we have a pact. i'll add to that actually. what's great in san francisco is there is not just going to be a chief data officer. there is also the office of civic innovation. jay's team, shannon's team. by having both of those units in place i think there is going to be a really powerful team. because you can't just open up the data. you have to do things like this, where you get the community together or you have people actually talking about it because the demand side, as we were talking about it, will be there because there is going to be someone there. there have to be people working with it who are getting out there. i think this is what this city is going to be really powerful. in terms of other cities doing as well, chicago is doing some really interesting stuff. scary cool stuff. they're taking 3 in 1 data, p

free. san francisco is a mecca for exciting diverse free street events and festivals from the cherry blossom festival to carnival and the haight street festival to the fillmore jazz festival. our city offers an amazing array of opportunities for city residents and tourists to enjoy themselves on public streets but though they are open to everyone, including youth and families, in 2010 there were about 350 different street events in san francisco but this effort is to try to create more smoke free environments at these festivals. many of you already know that exposure to secondhand smoke kills over 73,000 non-smokers each year in the u.s., so it's definitely second hand smoke is a toxic substance that leads to death of many non-smokers in the u.s. and at outdoor events it may exacerbate people's health issues, especially if you have asthma or other respiratory ailments and especially harmful for youth and elderly as well as individuals with these types of illnesses. according to the u.s. surgeon general, there's no safe level of exposure to second hand smoke and it's a cancer (inaudib

on the cleanpower sf. item five is discussion on the san francisco public utilities commission and for the education plans for the choice aggregation and cleanpower sf program. >> okay. very good. colleagues it's a really as president torres as said it's a momentous occasion, historic occasion we had. we improved our relationship with shell and the allocation for the cleanpower sf and we're looking how the power can be maximized in the next year as we in fact the process of enrollment. i've actually believe that the timing of this could not be anymore -- anymore important to do today because of our global climate change that is happening, and i believe that we're seeing -- actually on the way here today i was listening to the radio. there was a report on democracy now that a portion of our artic ice about the size of the united states of america had melted this year which is significant to really alter what the temperature of the ocean is and we're seeing what really the impact of -- every year we're seeing dramatic examples of climate change and hurricane sandy being one of them.

night for fireworks along the waterfront here in san francisco. it's beautiful out there. a lot of people showed up for the 15-minute display and jammed the streets near the bob barker. when it was all over, i think most of them are still out there, it was crowded getting into work today but there was some violence during the new year's celebration here in the city. cbs 5 reporter cate caugiran is in san francisco with the problems police had with the new year's crowd and has the latest. >> reporter: good morning. happy new year. san francisco police had their hands full because some celebrations did not go as planned. there were two separate shootings last night. now three people are recovering from gunshot wounds. the first one happened around 10:40. a victim was shot in the hand near jefferson and mason near fisherman's wharf. the second shooting happened less than an hour later on the embarcadero past peer 23. a 12-year-old boy was shot in the foot and a man suffered a graze wound to the hip. police have not arrested any suspects in either shooting. >> there's a month of design

freeway camera in downtown san francisco. more cars on the road. allow yourself a little bit of extra time if you're headed out to work this morning. as we take a look at those numbers, it is another cold start. mid-30s out the door in santa rosa. it looks like vallejo, you're waking up or staying up to low 40s. a split decision, 30s by the dark purple. this is where we'll be in the 30s. afternoon highs, two colors, light blue and again that purple. i looks like it's a split decision. as we break down those numbers for you, a pretty similar conditions compared to yesterday. 53 in san jose. to the east bay we go. we'll see mostly sunny conditions. pittsburgh, we climb into the upper 40s. as we head to the north bay, a dry day ahead of us for the first day of 2013. upper 40s in dalely city, overall mild, tranquil, quiet conditions here in the weather department. look forward to pretty cold mornings. in fact, a freeze warning is in effect headed into wednesday. as we look ahead, however, we do have the chance of showers, saturday probably for most of the bay area. then pleasant con

hurt after a suspect's car crashes in san francisco. good afternoon i'm david stevenson. a section of san francisco south avenue is shutdown this morning after a collision that says -- sent one vehicle crashing into a neighborhood grocery store. brian flores is there with what police are saying about the cause of this deadly collision. >> good afternoon. well, you heard the police chief himself say how an unbelievable tragedy this is. as you can see behind me still active and dynamic scene. you're looking at the black sedan there. that's the suspect's vehicle. what happened he left the traffic stop, sped away crashed into a couple that was driving another car and now two people are now dead. according to police they were initially called because of a report of gunshots towards the republican housing complex around 7:45. that's not too far from here. they got an initial description of the suspect's car. police then pulled over the suspect near 21st and when officers approached the car the suspect took off at high rate of speed and then just a couple of blocks and seconds later the a

also a part of the bank of san francisco, so we do pay their lending -- payday lending. we help people build up their credit before helping them to get a bigger loan amount. especially people who want to start a small business. credit unions offer micro loans. we do a lot of micro loans up to $50,000. this is -- we check credit. we need a business plan. then we look at the three-year tax return and that statement. we do a lot of home care and mom-and-pop shops. we also do start ups. we asked for approval through documents. we work a lot with people who do not know how to file taxes properly. we are mainly focused in san francisco. we are small. we focus mainly on the tenderloin, chinatown, bayview, visitation. we do a lot of expansion. people start small through the credit union and then want to go to the bank. we know we are limited. we cannot afford to give out a big loan. starting from the credit union, we educate them about filing taxes properly and then moving on to the bank, a small one, expansion, and we work with the bank. the bank and credit union are similar. we do allow tax

. >> reporter: dangerous situation for san francisco firefighters trying to control an early morning house fire. flames began shooting from a natural gas line. the fire was essentially gas fed at one point and crews couldn't reach the shut off valve. >> they had to leave it burning till pg&e cut shut it off. we couldn't get to the shut off because of the fire. >> reporter: it took more than two hours for pg&e to dig up the road and shut off the main gas line. firefighters let the gas burn itself off. that was the safest approach. four people inside the home all managed to escape. three were transported to the hospital with minor injuries. he is glad a neighbor woke him up to warn him about the fire. >> luckily the neighbors came knocking really hard to get us up, because, you know, i was caught in a fire before and i almost didn't make it so i am very grateful. >> the fire began in the garage area and then spread to the gas meeter and grew in size. pg&e said the fire was not related to a faulty line. according to the deputy chief there is nothing at this point to suggest the fire is

public works in 1984. in 2003, i was asked to come to san francisco public utilities commission to take the meat on the program. i'm responsible for all the large capital projects for water, waste water, and power. it's about $12 billion of capital projects. we have a lot of projects. our water system improvement program, 80 products that span seven counties. we have a staff of about 400 city employees and about 500 consultants. puc is really embracing technology. we wanted to make sure we really had a system that would elevate all issues so we could address them in a timely manner. as you know, time is money. we have a construction management information system. it is a great tool to help us address construction and make it successful, as it is today. cmis is one of the first major tools we put in place. the next one is the san francisco online invoicing, where we are now working with the contractor and consultant to have them submit their invoices online. we are also working on electronic bidding systems. another way we can reduce the paperwork and all the other issues tied with
